Brian was born in October 2012 and was found abandoned when he was two weeks old. At nine months old he was diagnosed with a congenital heart defect (CHD). In 2013, he received surgery to insert an aortic pulmonary shunt and there have been no test or medications since.

He is described as active, cheerful, smiley, easygoing, and talkative. His caretakers say he likes meeting people, playing with his friends, and running around outside. Brian likes beach toys and loves to play on the slide! He also likes music. Brian knows size, shapes, colors, and some language. He is learning self-care abilities and is now able to get dressed and undressed on his own. He is potty-trained.
The orphanage says that there are no restrictions on his activities, but that he does display cardiac symptoms, such as blue lips and fingernails. A U.S. cardiologist reports that his condition will require further surgery that would have already been completed if he were here in the U.S.
