Katie was born in February 2011 and found abandoned in November 2012. She has been diagnosed with delayed development.
AGENCY DESIGNATED SPECIAL FOCUS CHILD
When Katie first entered her institute she could crawl, stand with support and play with toys. At the age of 2 years old she could sit independently, walk while holding a railing and take a toy out of a cup and put it back. She could babble and hide herself from strangers. At the age of 3 years she could push a car, squat to play with objects on the ground and turn the pages of a book. She could speak simple words, liked outdoor activities and liked to play games with other children. At 4 years old she could walk independently, but “limply,” could feed herself and imitate drawing lines. She had a stable mood, loved her teachers and other children and would share food and toys.
Katie’s adoption report was written in October 2016 and at that time she was receiving guidance education in her institute, could go up and down stairs, dress and undress herself, obeyed the rules in class and cooperated with teachers to complete tasks. At this time she was not able to control her toileting needs very well. Although she could speak words her speech was not clear, but she was able to ask and answer questions. She got along well with others but wouldn’t speak in front of strangers.
