Xia was born in May 2010 and found abandoned when she was just a few weeks old. She has been diagnosed with delayed mental and language development.

Xia has been raised by a foster family. At the age of 1-2 years she could grasp a cup or bottle with two hands, liked walking with one hand held and could play with a ball. She was cooperative when dressing and fond of playing in water. She cared for the people and things around her. At the age of 2-3 years she sucked her fingers for security, could feed herself and liked playing with other children. From 3 years old unit the time of her report she attended a Kindergarten class. She played games with other children, imitated singing and dancing from kids on TV, watched cartoons and did homework. At home she could tell her foster family what she learned. She knew to pay attention and keep herself clean. She could dress herself and understood and responded to adults with words.

She had good physical development, was extroverted and fond of listening to music and watching TV. She liked playing with other children and playing outside with her foster mother. She enjoyed toys with bright colors or those that played music, like a piano. Her favorite activity was dancing and she got along with others well.
