Louie

Louie was born in August 2007 and found on a doorstep as a newborn. These foster grandparents raised him until May 2014 when they could no longer care for him due to their age and financial situation. He has been diagnosed with cognitive delay.

Louie struggled with grief upon first entering his institute but gradually adjusted. His report from October 2014 states that he behaves as a typical boy his age. He likes to play “fishing” (which he learned from foster grandfather) and he and the other boys push a wheelchair down the hall and pretend to be driving car. When he saw other children doing homework he would get a pen and paper and pretend to work as well. Louie is sometimes naughty but also described as very considerate and having good self care abilities. He was very affectionate, active adorable, cheerful and handsome. He would cry if his foster grandfather was mentioned.

NOVEMBER 2016 UPDATE BELOW: 

Agency staff met Louie and said he could understand what is being said to him but couldn’t speak and made noises to communicate. He could follow simple commands and helped with gardening and housework. He is shy and liked to look at pictures in books.

It was observed by advocates that he had facial ticks and moved his hands in an atypical way. Scarring from old ear infections was also noted. Orphanage staff expressed that he did better in the original foster families home than in the institute.
