Julian was born in April 2015 and found abandoned when he was around 2 months old. He has been diagnosed with hydrocephalus. His adoption report was written when he was 2.5 years old and at that time no surgery had been required.

SPECIAL FOCUS CHILD RELEASED TO THE SHARED LIST

At the time of his report Julian was living with a foster family and was described as having an extroverted personality and ready smile. He liked being cuddled by his foster grandmother and was happiest when she took him outside.

 

Julian could walk alone steadily, jump with both feet, pick up small objects with his fingers, hold a pen to scribble, build a tower of blocks and turn pages of a book. He responded to caretakers asking him for objects, was cooperative during meal times and with dressing, and could point out his body parts when asked. His favorite activity was playing outside with other children.
