Joel was born in July 2010 and found abandoned around his first birthday. Down Syndrome has been suggested as a possible diagnosis, but not confirmed.

Joel’s adoption report was written when he was 7 years old, shortly after he joined his foster family. He was said to be extroverted and liked being with his foster parents. He was happy while watching TV which was his favorite activity.

His intelligence was said to be delayed compared to his peers and although he could speak some words his pronunciation wasn’t clear. He could understand and follow adult’s instructions. Joel could walk, run and jump, and was able to wash, dress and feed himself.
