Noah was born in December 2016 and found abandoned when he was around 3 months old. He has been diagnosed with Down Syndrome and hydrocele.

Noah’s adoption report was completed in September 2017 and at that time he was said to have a ready smile and liked being played with by adults. He could roll over, grasp toys, track movements with his eyes and could say monosyllabic words like “baba.” He could also look at a caretaker’s face and smile.
