Hal was born in January 2016 and found abandoned when he was around 3 months old. He has been diagnosed with congenital cataract of the right eye and deformity of two fingers (middle and ring finger not straight.)
SPECIAL FOCUS CHILD RELEASED TO THE SHARED LIST
Hal’s adoption report was completed shortly before his first birthday. He was described as a shy and quiet little boy with a ready smile who enjoyed playing with toys and having snacks. He was close to his foster parents and liked to be cuddled by them. Hal could crawl, stand and walk independently. He could pick up small objects, move blocks in and out of a cup, hold a pen to imitate drawing lines and was cooperative with dressing.
Although he was said to be delayed compared to peers he understood simple instructions, could respond to caretakers asking for objects and was able to say a few words. His favorite activity was playing outside and he liked playing with new toys.
