AGENCY DESIGNATED SPECIAL FOCUS CHILD
Zak was 13 months at the time of his report and had been living with a foster family. He was said to be quiet and close to his foster mom. After eating she would put him in the stroller where he would kick strongly and playing with his feet and hands. He liked being played with and would look around when his name was called. He didn’t like sitting by himself and wasn’t yet making speaking, although he would babble to himself and make sounds at people that they couldn’t understand.
He could raise his head, roll over and crawl, but he could not sit. Zak could grasp and hold objects and laughed loudly. His intelligence was delayed and he didn’t yet understand facial expressions. He was described as being very cute.
