Chloe was born in February 2015 and found abandoned when she was around two months old. She has been diagnosed with PKU (Phenylketonuria).

Chloe was almost three years old when her adoption report was written and was living in foster care where she was receiving a diet to control her protein intake. She was described as an active girl with dimples who liked singing, listening to music and smiling.
She could walk, run, jump and go up stairs. Although she could say “mom,” she wasn’t speaking other words and expressed herself with gestures. She could pick up small objects with her fingers, scribble with a pen, move blocks in and out of a cup, turn pages in a book, was cooperative with dressing and could respond when asked for objects. Chloe’s favorite activity was singing and she liked plush toys.
