Andy was born in July 2014 and found abandoned as a newborn. He has been diagnosed with Down Syndrome and a right hand deformity (small extra thumb.)

Andy has been living with a foster family since he was an infant. He is described as a quiet boy with a good appetite, who enjoys colorful books. He gets excited when he sees pictures he likes and will sit quietly listening to his foster mom tell him stories or singing to him.
At the time his report was written in July 2019 Andy was needing reminders to use the bathroom and still relied on diapers. He can walk, feed himself, and move his fingers well. His speech isn’t clear and he only uses a few simple words to communicate.
